New Regional Report Highlights Pathways to Strengthen Political Party Regulation and Inclusion in Africa

Comparative analysis of Kenya, Malawi and Sierra Leone provides key insights into regulatory frameworks, inclusion and regional cooperation

A new set of reports developed under the WYDE Political Parties project offers a comprehensive analysis of political party regulation, women and youth inclusion, and institutional cooperation across Kenya, Malawi and Sierra Leone.

The publication includes three country reports and a regional executive report, bringing together comparative insights on how legal frameworks, institutional arrangements and regulatory practices shape political party systems and influence inclusive political participation across different national contexts.

Political parties play a central role in democratic governance as the main channels through which citizens organise politically, articulate interests and participate in public decision-making. Effective regulation is therefore essential to ensure transparency, accountability and inclusivity within political systems.

Drawing on detailed country-level research, the reports highlight both shared challenges and country-specific dynamics. Across the three countries, key challenges include gaps in enforcement, limitations in institutional capacity, and structural barriers affecting the participation of women and youth in political processes.

The analysis also shows that legal provisions alone are not sufficient to guarantee meaningful inclusion. Instead, effective political party regulation requires a combination of clear legal frameworks, strong institutional capacity, credible enforcement mechanisms and sustained political commitment.

At the same time, the reports identify a number of promising practices. These include the use of financial incentives and digital tools to strengthen compliance, quota-based approaches to inclusion, and collaborative institutional models that support more effective oversight of political parties.

A key contribution of the regional report is its focus on the role of cooperation among political party regulatory authorities. It highlights the potential for structured regional collaboration and peer learning as a way to address shared challenges and promote more consistent regulatory standards.

In this context, the report explores the establishment of the African Association of Political Party Regulatory Authorities (AAPPRA) as a platform for regional cooperation, knowledge exchange and institutional strengthening.

The reports were developed within the framework of the WYDE Political Parties project, funded by the European Union and implemented by the European Network of Political Foundations (ENoP), supporting dialogue, cooperation and capacity development among political actors and institutions worldwide.
