Call for Consultancy | Desk studies and completion of the Logic Framework for the WYDE Political Parties project

Consultancy for desk studies and completion of the Logic Framework for the Women and Youth Democratic Engagement initiative on Political Parties. 

Background 

The Women and Youth Democratic Engagement initiative (WYDE) for Political Parties focuses on increasing the participation of young people and women in democratic processes. It is an EU initiative implemented by the European Network of Political Foundations (ENoP) consortium, aiming to encourage inclusive democratic participation of women and youth in leadership and decision-making bodies. 

WYDE Political Parties consists out of five consortium members, covering three political families/ideologies: Cristian Democratic/Conservative Democratic (Konrad Adenauer Foundation, Christian Democratic International Center), Liberal Democrats (Friedrich Naumann Foundation, Centerpartiet International Foundation), and the green family (Green Forum). Each of the consortium members designs and executes activities within the WYDE framework, based on their former experiences and their local and international networks. The target countries for WYDE Political Parties are Senegal, Ivory Coast, Ghana, Ugana, Kenya and Tanzania. However, activities can include other countries from the African continent and some in Europe.  

Given the globally evolving political context since the project’s inception, an adaptation of the project’s logic is required. Therefore, we are looking to optimize the log frame for this project and construct the needed desk research to ratify this project in the best way possible. 

 

Objective of the Assignment 

The objective of the assignment is to review the logical framework and conduct 4 items of desk research supplementing the needs for further reporting. The Log frame and Description of Action were originally designed by external consultants, undergoing reviews the past year. Now that the WYDE Political Parties project is halfway through its running time, it is time to prepare the final form of these documents in function of the reporting with the activities. 

 

Scope of Work 

The consultant will: 

  • The following outcomes need to be assessed by the consultant to provide the baseline and the understanding of the process of the following indicators: 
  • Review the log frame together with the ENoP secretariat to identify the best ways for data-gathering and the needs for completing the log frame reporting. 
  • Conduct a Desk study on the legal and policy framework in the target countries regarding youth and women’s meaningful participation in political parties and as candidates. (Outcome 1) 
  • Conduct desk research on the political parties worked with in the project to establish a reference value on the number of women and youth in decision making/leadership positions in the executive structures of the political parties. (Outcome 2.1) 
  • Conduct desk research on the percentage of women and young people on electoral lists within the target countries, making a comparison possible between the last elections per country (local, legislative and presidential), and the next ones. (Outcome 2.1) 
  • Conduct desk research on the political parties’ internal rules on the inclusion of women and youth in decision-making/leadership position and elections. (Outcome 3) 
  • Report progress to the ENoP secretariat 
  • Have two online check-ups with the WYDE Political Parties consortium. 

 

Deliverables 

  • Four desk studies in function of the outcomes from the Logframe. These should be concise, and don’t have a minimum/maximum number of pages.  
  • Suggestions for adaptions on the Logframe 
  • A user-friendly Excel-based tracking sheet for the project indicators to measure progress of the targets.  

 

Duration and Timeline 

As part of the application, candidates are invited to outline the proposed approach, the estimated number of working days required, and the corresponding financial proposal (e.g., daily rate or fixed project fee). 

 

Consultant profile 

  • Prior experience in designing log frames and OPSYS 
  • Experience in conducting desk studies 
  • Demonstrated experience in applying gender-transformative approaches to democracy support projects. 
  • Experience with analysing political parties and democratic governance. 
  • Excellent proficiency in English and French (reading and comprehension) is required. 

 

Reporting and Coordination 

  • The consultant will report to the ENoP Project Manager 
  • Coordination with the Consortium will happen together with the ENoP Project Manager
